The following is a draft constitution of the Summit Coalition, to be revised yearly during each Annual Summit.
This Constitution is authorized, and obeyed, and enforced, by the member-fations of the Summit Coalition. This Constitution is also to be obeyed by all other factions. The laws of this Constitution, and thus the authority of the Summit Coalition, exist only on the plane of Valhalla, and are void in Paradise, Stygia, and Purgatorio.
The purpose of this Constitution is to provide a world-wide order.
IIIa Membership - Definition
A member is either an individual or a Faction which is part of the Summit Coalition. Individual members not part of a member faction must join the Summit Coalition faction, which will be created immediately prior to the Annual Summit by Mike Brown.
IIIb Membership - Rights and Responsibilities
Members must are expected to obey the laws of the Summit Coalition with even greater strictness. While a slip or two is permitted for anyone, a member will be less likely to escape unpunished. However, member-factions are allowed a number of votes in the Summit Coalition equal to 10% of their population, while members of the Summit Coalition faction are allowed a single vote for their representative, who has a number of votes equal to 10% of the Summit Coalition faction' population.
IIIc Membership - Joining
An individual or faction may join at any time, simply by adding their name to the apropriate roster (in alphebetatical order). Doing so results in certain privileges and responsibilities, as noted above.
IVa Territory-factions - Jurisdiction
During the weeks leading up to the first Annual Summit, any and all factions completely holding a certain neighborhood (such as the Edgetown Gangsters) may apply for ownership of that neighborhood. The validity of their claim will be debated during the Annual Summit. If approved, the faction is henceforth known as a territory-faction, and is considered a member-faction.
IVb Territory-factions - Rights and Responsibilities
A Territory-faction possesses the right to pursue and punish any criminals within its borders, and is indeed required for doing this. If they perform this duty adequately, they are given permission to deny access to any and all factions. They are also place and enforce any laws they choose, so long as they do not conflict with the laws of the Summit Coalition.
Va Branches - Police
At least one member-faction will be chosen to fulfill the duty of policing the Nexus Coalition, and punishing criminals.
Vb Branches - Ambassadorial
At least one member-faction will be chosen to resolve potentially violent disputes among member-factions, and possibly even between the Summit Coalition and non-members.
Vc Branches - Military
At least one member-faction will be chosen to spearhead military campaigns in the event of a conflict with a rival faction. Additionally, when diplomats from the Summit Coalition are unable to resolve an inner conflict, the Coalition Military will be sent to deal with the problem.
Vd Branches - Administrative
The Summit Coalition faction will be given the responsibility of running the Coalition while the Summit is not in session. This is in order to help prevent faction rivalries from causing trouble.
VIa Non-members - Unbound
Unbound non-members, or those who belong to no faction, are to be recruited if possible. If not, and seemingly new to the Nexus, they are to be informed of the Summit Coalition.
VIb Non-members - Medical
All members of a medical faction, such as the Doctors Without Borders, are to be treated with respect, and not to be attacked.
VIIa Ethics - Determining
Simply looking at morality/alignment to determine ethical viewpoint should not be done. Rather, the faction's actions should be examined if possible.
VIIb Ethics - Relations
Attacking another member simply due to alignment conflictions is not allowed.
VIIb Ethics - Territory
Wright's Corridor is to be a neutral neighborhood in every sense: NO combat is allowed within it, for any reason except in self-defense (which must be proven). Within Blackport, combat of any kind is allowed, so as to aid in gaining XP. Chuckwagon is to be an evil neighborhood, thus no angels or members of good factions are allowed within. Iverson is to be a good neighborhood, thus no demons or members of evil factions are allowed within.
VIII - Wombats
Every Wednesday, there will be tea and sammiches at the Isle of Gates. In the event of conflict, disagreement between parties will be resolved as per the winner of 2-out-of-3 rounds of Miniature Golf. Assaulting the opposing party with your putter shall be frowned upon.
