Papa Duvalier

Papa Duvalier was a voodoo priest who was killed during a shootout with police in 1987. His notoriety was based on the occupation of the San Cristobol prison, which he'd claimed was built on the grave site of African slaves, and that as such it was a nexus of power.

He is featured in one of the various newspaper articles that can be read in game.
