"Keeps out Mortals, tier-2 and tier-3 Good characters for a long time" - Linguistically that makes it sound like all Mortal characters, and possibly all tier 2 characters, and tier 3 Good characters.

If in fact Good characters of all 3 tiers are being left out (and I don't know here or I'd be inclined to fix it myself), it should at least say "Mortal, tier-2 and tier-3 Good characters." Perhaps better would be "Keeps out Good characters: Mortal, tier-2 and tier-3."

No to both. You can have as many scrolls as you like, and you can learn as many spells as you have spare CP for. --Xyzzy
