You find several errant pieces of paper in the locker of a Forgotten Library. It appears to be very old. The text is printed neatly, as if by machine, and is composed of indecypherable combinations of lines and circles. Along the side of each colum is scrawled a nearly-illedgable translation...it reads:
[edit] The First: What they are
During our expeditions through the worlds, [We] have encountered life and unlife in many strange and wonderful variations, but none as puzzling as the beings who refer to [Themselves] as Watchers. What interviews we have held with these...things...have yeilded no information beyond the following: [They] possess no sense of individuality or personal experience, all simply refer to [Themselves] as "A Watcher", though [they] are known to use hire out proxies from Stygia in times of conflict. Though what [They] offer in terms of payment is unknown. ...(This column is untranslated)... [They] seem to have no sense of time or space, and can readily move between the worlds in a manner similar to Void Walkers. (They) Seem bereft of all human emotions and motivations. Though clearly not human, [they] have a masterful command of poetry and seem "fond" or quoting 19th century romantic verse.
[edit] The Second: What they plan
Though reticent to speak with us directly, horror stories about [those] who have met terrible fates at the hands of the watchers have been circulating since at least the first epoch. The Watchers are clearly killers of the worst sort, choosing their victims in a seemingly random pattern. Many interviewed believed [these] things were organizing "A grand and terrible dance that will plunge the cosmos into ruin" (Sub: 11229) (We) have no reason to believe that [their] actions are anything except random chance. [They] do make a habit of persuing those who inquire too deeply into [their] affairs, and those who meddle too much have been known to vanish without a trace.

The Watchers exhibit an extraordinary awareness about [their] environment, which borders on omniscience. This has lead [them] to insights about the worlds [we] live in...both fantastic and terrible. For reasons unknown, [they] have chosen to explain [them] to [us]. The knowledge [they] have given is detailed below...
(Here, the translation abruptly ends with a long, ragged line of ink streaking to the bottom of the page. Beneath it, a line of expertly calligraphed handwriting reads: "Sans teeth, sans eyes, sans taste, sans everything")
